About the Project

The SPV will develop following facilities in the Cluster. The focus of the proposed project is to develop value added Garment products from the Grey Fabrics produced in Ichalkaranji especially for Exports to generate additional employment opportunities for the women entrepreneurs from the Ichalkaranji & surrounding area. For that purpose, the SPV will set up the processing facilities on available land at Yashwant Co. op. Processors Ltd. Ichalkaranji with modernized technology & will also establish common facility centres at same place. The wholesale job work order will collected by SPV with raw materials from proposed small, big garment enterprises and exporters. The stitching part will be handled by the women through Self Help Group who are the members of the SPV. The cutting, finishing & packaging part will be handled in the Common Processing Centre and common facility centre of the SPV. The SPV will undertake the marketing of the Cluster and initially work on labour job basis from the major Exporters / Garment manufacturers from Mumbai, Bangalore & other parts of India. The SPV will develop following facilities at Common Facility Centre (CFC).

Ichalkaranji is a well-known centre for decentralized power looms. It is estimated that over 1,00,000 power looms are working in and around Ichalkaranji. Off late the looms owners have been modernizing their machines. This process has been encouraged by various incentives that have been instituted by both Central and State Governments. As a result over 15,000 automatic looms and over 4,500 shuttle – less looms have been installed in Ichalkaranji. It has become the fastest growing weaving centre of the country. Along with the production of grey fabrics, the allied industries like processing of yarn, weaving preparatory and fabric processing units are also available in the region. In spite of all these developments the textile industry is economically working on the basis of ‘High Volume and Low Margins’. The value addition in textile product is essential step to generate returns on investment, create employment generation. With the survey of supply chain system in Textile production, garmenting is most promising link of the textile for the said objective.
At present spinning, weaving preparatory and weaving sectors are well grown in the region. With the initiative of Dattajirao Kadam Textile and Engineering Institute, Ichalkaranji seeding of garment industry development has been took place through women training programme. Presently there are about 35 garment units have been started with very small scale. The raw material for garmenting is processed fabric which cost maximum in this garment converting mechanism. Though the plenty of availability of grey fabric in the region, it is very difficult to satisfy the demand of processed fabric of small garment sectors, owing to the unavailability of good quality process houses .About 20 power process units are working in Ichalkaranji, but their production is mainly based on either white product or plain dyed and economical grade production which is difficult to satisfy the high quality demand of garment sector. To produce the desired quality processing units must have the machinery like Singeing machine, Mercerization machine, Hydraulic Jiggers, Pad – Batch Dyeing set up, Stenter with weft straightening attachment, Sanforising machine. With help of these machines the quality of finished fabric in terms of dimensional stability, colour fastness to various agencies, appearance and texture of the textile surface can be improved significantly to meet the trends in current fashion. The Yashwant Co-Operative Processors Ltd., Ichalkaranji is one of the processing units having potential to meet the desired needs and requirements. Therefore, it has proposed to start the processing set up required as a support for garmenting in this unit. There are numerous advantages in selecting this unit like its accessible central location for easy movement of materials , well trained technical staff and skilled labour , availability of utilities – power , water , effluent treatment plant etc., availability of building and free space . With the help of aforementioned modern machineries it is convenient to produce the desired quality fabric for the proposed garment sector without spending much on manorial burden for infrastructural developments like land, buildings, power, water and ETP.
The garment manufacturing industry is driven by fashion trends, the articulated approach towards the designing of garment is key factor to fetch the money. The centre will undertake following activities:

  • To create collection for specific buyer, retailer or mass of customers.
  • To minimize the wastage of fabric while cutting.
  • To design special garments for aqua suit, trekking dress design, uniform for workers, fire fighters uniform.
  • Testing and R&D for material selection, designing of fabric and garment etc.

Garment industry is fast changing industry, to be remain in industry one has to be creative & research oriented to survive with pride. This proposed R & D Centre will be well equipped with facilities to achieve following objectives.
  • To conduct market survey of the products
  • To analyses the product and find out way to achieve economically.
  • To analysis the wide range of fabric available in the area and to find out its suitability and way for value addition.
  • To develop special fabric to satisfy customer demands
  • Trouble shooting in production.
  • To give guidelines for new product manufacturing.
  • To provide the product and process norms.
  • To develop new technology and update to entrepreneur.
  • To check for raw material selection, suitability of design for specialized product.

A common production centre is most important and beneficial part of this cluster. It’s a driving and guiding component for beneficiaries. This section will be well equipped with all kind of supporting machineries required for garmenting.

The beneficiaries of this area are planning and proposing to start small scale units which include SNLS machines. This is low budget proposal with high employment generation potential, and main objective to promote this cluster plan.

Initially, they will be depending on the CFC for getting job, cutting of fabric, various finishing activities of garments like button stitching, button holes, fusing, inspection, wet processing and embroidery effects, T-Shirts making, Pintuck Work, Smoking Work, Digital Printing, Sewing Thread mfg. etc. It’s very difficult for a small unit like micro-financing group to start unit with these facilities. Therefore, they can avail these facilities from CFC for value addition of their products and to get maximum returns from efforts. They will have confidence to accept better offers with lowest possible rate for the specific job work.

The function of this CFC will be taken care by SPV and plant will be operated as a limited profit centre. The job work will be provided with lowest rate, and profit will be shares for consumables, maintenance, salary or wages and further improvement.

The quality cautions manufacturers believe on well-equipped laboratory and trained technician. The function and objectives of laboratory are planned and as follows.
  • Checking of raw material.
  • Quality assurance during the production steps.
  • Final product inspection testing
  • Feasibility of new product and R & D activity.
  • Keeping in view above objectives, a well-qualified and trained staff is required, for this purpose, SPV has identified DKTE’s Textile & Engineering. Institute, Ichalkaranji.
To sustain in the competitive global world market, the cluster should be capable to grab the opportunity. The information centre will be immensely helpful for information regarding the finding spares and new machinery, new development in technology and its implementation, to find the raw material source, to communicate the buyer and retailer, to get the orders, to promote new product and create brand, to find out the exhibition opportunity to participate and to attend etc. all the information will be collect at one place and distributed to the beneficiaries and marketing personnel. This centre will have its own server connected to other centres for production planning and information flow.
The centre for common logistic, Marketing and exhibition is important aspect of this cluster for promoting the business and services for other centres. Logistic will have the important job for production planning and control, to provide the cut pieces to the stitching units, to collect the stitched garment and send to finishing section. To keep control and monitor the production for its delivery date. To provide and collect back some instrument or machinery provided to them for a specific job. Common Marketing place will help to customer to meet numbers of production units at one place. A plenty of products will be displayed at one place which will accessible for buyer. Exhibition centre will be a tool for promotion and to display of the products. It’s a common gathering point for the beneficiaries.
CFC has garment processing unit, processing requires the huge amount of water leaving behind the polluted effluent, to satisfy the national and state pollution control board norms for waste water to be discharged to surface water is necessary. This is very difficult to beneficiaries to run processing plant therefore CFC will be established at The Yashwant Co-Op. Processers Ltd. Ichalkaranji which will help them for processing of garment and subsequent treatment of an effluent and this will also be carried out at that place. The expected capacity of ETP is 5, 00,000 Litre per day.
The DKTE will act as major training cum facility centre for the micro entrepreneurs. The DKTE is having state of art machineries and skilled manpower with supporting laboratory and library. This can be used for the training as well as for the R & D centre for these beneficiaries hence the confidence will be built in the new entrepreneurs. Also this will be helpful for the product development and which will leads to the support for the product development.
The proposed C.F.C. will be developed at The Yashwant Co-operative Processors Ltd., 47, Industrial Estate, Ichalkaranji, Tal. Hatkanangale, Dist. Kolhapur, The Lease agreement for land and building for proposed project is enclosed. The more details about the land & buildings are enclosed herewith as Enclosure II. Plant & Machinery – The detailed quotations of the required plant & machinery are enclosed herewith as Enclosure – III.
The SPV has discussed the proposed project for the required Terms loan & working capital with various Banks & Kallappa Awade Ichalkaranji Janata Sahakari Bank Ltd., has in-principal agreed to provide required finance for this project. Please refer Enclosure No. V for the letter from this Bank.
As the common facility centre and common processing centre are started, the present entrepreneurs will expand their business activities and new entrepreneurs will enter into the garment and textile industry. To fulfil their textile and garment industrial needs, the infrastructure facilities like industrial estate roads, water, electricity, telecommunication, marketing and other amenities must be provided to them. The SPV has started work study on proposed infrastructure need and will soon submit the Detailed Project Report of Infrastructure Facilities for Garment Cluster to G.O.I Under MSE-CDP promoted by Ministry of Micro and Small Enterprise, Government of India.
